But that is not what Downing Street said, though it is happy for the misrepresentation to be the one reported by an apparent Nationalist newspaper. Now look at the article headline, a shorter and more powerful misrepresentation:

Job done. I commented on this type of shit during Indy Ref, but it was the Herald taking for instance the IFS press release which selectively quoted the IFS Executive summary which took selective points from the IFS analyses which selectively used the actual IFS root data. Result!

IFS Executive Summary: "Scotland will have economic problems but there are some good points"

Here is a different perspective, that "the real reason support for independence hasn’t increased is" nothing to do with the stated route to independence, rather it is because:
1. a large part of the Scottish population still suffer from a 'colonial mindset' which as we know is an important pathology associated with the 'colonial condition', and where to a large extent it disna maitter whit we tell them, "in the (colonised) minds of voters" their decision is already made for them, and;
2. the constant and rising in-migration of people to Scotland from other countries who do not identify as Scottish and who tend to have a high propensity to vote against independence.
I think we have all suffered from this, it's just that some are (much) more indoctrinated than others. It no doubt engenders a feeling of helplessness i.e. 'that's our lot and there's nothing can be done about it'.
But, maybe the prospect of a way out might just raise heads enough to see the possibilities. It happened between 2012 and 2014 after all.

No doubt it is the case that those from elsewhere won't feel the urge for Independence as much as those who have lived here all their lives. However, the situation is not as dire as once was the case:
a) A majority of persons born outside of Scotland and England have been consistently in favour for the last 10 years (whereas only about one-third supported YES in the SIR 2014).
b) Folk born in England are no doubt heavy Union supporters but this is now at a ratio of only 2:1 (rather than 3:1 in 2014).
I know that it is more complicated than that but I believe that a properly defined and controlled voting franchise established by the Scottish Parliament and overseen by its agencies can ensure a fair and free referendum.
The fact remains that 'demographic manipulation' and 'cultural assimilation', among other factors, are established colonial procedures that significantly influence identity and hence supposedly 'democratic' outcomes in a colonial society.
Which illustrates the weakness of assuming any colonial political process represents a solution to colonial domination., and confirms the still 'rudimentary understanding' (Fanon) of the dominant national party elite, as well as the people.
This arguably makes little difference to: 1. the assimilated native suffering a colonial mindset, or; 2. those holding feelings of identity / sense of belonging to other countries, and which is not only limited to those born elsewhere.
A people have to first understand that they are colonised, i.e. economically plundered, but also that 'colonialism is based on Psychology' (Cesaire), that there is a pathology associated with oppression. Maist Scots have still to be informed of this, as well as the illegal annexation of Scotland and 'union' treaty hoax.
The only remedy for the colonial condition - liberation - depends less on the constraints and biases of the imperial coloniser's domestic laws and more to prevailing international law of decolonisation, self-determination and addressing human rights violations.
Which is the approach Liberation Scotland are pursuing at the UN.
The real and lasting benefit of the Scottish Independence Referendum campaign is that it succeeded in increasing YES support from around 33% on (opinion polling) average in 2012 to just under 45% in the actual vote on 18th September 2014.
The momentum continued thereafter during the last quarter of 2014 when YES sentiment registered just over 50% in surveys published during that immediate period after the SIR.
The underlying level has remained there ever since, regardless of hyperbolic and hubristic headlines in The National about support variously 'surging', 'soaring' and 'sky-rocketing' whenever a favourable opinion survey is published.
When you run a campaign that is specific, measurable, achievable, realistic and timebound people's minds focus on the subject.
That's what happened in 2012-14.
The credible new approach of #ScottishUDI can make that happen again.
